15th Response from United States Congress Regarding Marller Gets a Spinoff: The Return of Jeffrey Epstein

February 20, 2026

Dear Mr. Neece:

Thank you for contacting my office. I share your outrage over Jeffrey Epstein and the horrific crimes he committed, and I supported legislation to ensure maximum transparency.

In 2019, Epstein was arrested and charged with sex trafficking of minors and conspiracy to commit sex trafficking. These crimes are reprehensible, and the victims deserve justice.

Let me be clear: anyone involved with these despicable acts must be prosecuted to the fullest extent of the law. I agree with President Trump that the Attorney General should release all credible information related to Epstein. This can and must be done in a way that protects the privacy and dignity of the victims.

I voted for H.R. 4405, the Epstein Files Transparency Act, which requires the Department of Justice to release all unclassified documents related to Jeffrey Epstein and Ghislaine Maxwell in its possession, including flight logs and information on any criminal associates. This legislation permits documents to be withheld or redacted that could reveal sensitive information about victims or jeopardize a federal investigation. H.R. 4405 passed the House by a 427-1 vote, with my support, and was signed into law by President Trump.

Your input is vital to my work representing Montana’s Second Congressional District, and I appreciate you taking the time to share your concerns. Please do not hesitate to reach out to me about other issues. I encourage you to sign up for my newsletter and visit my website at https://downing.house.gov for more information.

Respectfully,

Troy Downing

Member of US Congress
