12th Response from United States Congress Regarding Handala Hack Team Iran War

April 3, 2026

Dear Mr Neece,

Thank you for contacting me to share your concerns about the U.S. involvement in a war in Iran. I appreciate hearing from you, and I agree 100 percent that the U.S. has no place in fighting in another war in the Middle East.

The Constitution is clear: only Congress has the authority to declare war. Since entering Congress, I have been a strong defender of Congressional War Powers and a voice of opposition to the President - Republican and Democrat - using military force without Congressional authorization. That is why I strongly oppose President Trump unilaterally authorizing military strikes on Iran’s nuclear facilities. I’m also an original cosponsor of a resolution barring further U.S. involvement in Iran without congressional authorization.

I will not defend the Iranian regime or understate the danger of a nuclear Iran to the U.S., Israel and our allies in the region, and global stability. However, the consequences of the President’s actions are far-reaching and Congress must have a say in any decision that could pull the United States into another war in the Middle East. American lives are at stake, and therefore Congress and the American people need to have a say in this decision.

Thank you again for contacting me about this urgent issue.

Sincerely,

Val T. Hoyle

Member of Congress
